Statement of Proposed Action

According to the California Water Code, Section 68-6.2 Marin County Flood Control and Water Conservation District (District) staff submits this Statement of Proposed Action to provide any Zone 4 Advisory Board (AB) Member an opportunity to respond or provide written comment on the item outlined below within the next 30 days (expires on August 23, 2018).

Any individual AB member may contact the Flood Zone 4 Zone Engineer, Scott McMorrow at (415) 473-2918 to request an AB meeting in order to discuss any items related to the zone. To comply with Brown Act requirements, all meetings of a quorum of AB members to discuss Zone business must be publicly noticed.

Item 1. Flood Control Zone 4 FEMA HMGP Local Fund Match Commitment Letter

Marin County Flood Control and Water Conservation District staff are applying for a Federal Emergency Management Agency (FEMA) grant that will help fund two back-up generators and two automatic transfer switches for two stormwater pump stations located in Zone 4 (Cove Pump Station and Pamela Court Pump Station). Staff is applying for this funding via the FEMA Hazard Mitigation Grant Program (HMGP), and the application deadline is September 4, 2018. The HMGP grant application requires a Local Match Fund Commitment Letter. The total grant amount being applied for is $875,000.

The HMGP grant application also includes a pump station located in Zone 1 (Lynwood Pump Station). The total local match required by FEMA for all three pump stations is $375,000. The Zone 4 match commitment required is two-thirds of the total local match ($251,250). The Zone 1 AB has already authorized a match commitment of one-third of the total local match ($123,750).

If awarded the grant, $586,250 would be allocated to Zone 4 and $288,750 would be allocated to Zone 1. Any costs incurred for the Lynwood Pump Station will be paid for by Zone 1.

With this Statement of Proposed Action, staff proposes to submit a Local Match Fund Commitment Letter from Zone 4 in the amount of $251,250. These funds would only be used if the grant is awarded for the back-up generators and automatic transfer switches in Zone 4.
